Which of the following most accurately describes the problem?

At Selkirk Sheriff Court, last Friday, a Galashiels motor driver was charged with having failed to keep records. For the prosecution, Mr. Walter Ingles stated that, at 11.30 a.m., no record had been entered for that day.

Dismissing the case, the Sheriff observed: " I cannot see that he has committed an offence and I proposeto dismiss the charge. A reasonable interpretation of the statute is that the record be filled in at the end of the day."

The Railways Foiled.

A "pet point" with railway representatives at inquiries in the NorthWestern Area is to whittle down the coal carryings of all road operators, and, if they do not ordinarily carry coal, to ask that "not coal " be endorsed upon their licences.

Mr. H. Backhouse, C.M.U.A. solicitor, successfully opposed this suggestion, at a sitting last week. "If a man is not carrying coal, there is no reason for putting the fact on the

licence," he urged. " Another competitor will come along and want it specified that he does not carry bricks, or ice cream, or something else. The man's statement on the shorthand note is quite enough.''

The Licensing Authority, Mr. W.

Chamberlain: " I agree. Licence renewed as before."

Three Miles of Guard Rails to Protect Pedestrians.

Guard rails have been erected on both sides of the East India Dock Road, Poplar, London, E.. for a distance of three miles, and at intervals there are automatic traffic signals and pedestrian crossings. A few days ago the Minister of Transport fixed one of the last rails in position and said that they were an attempt to promote the safety of the pedestrian and the freer flow of traffic. Guard rails would, he thought, conduce to the more general use of pedestrian crossings. About 260 pedestrians are killed or injured in a year on the road in question.
