Which of the following most accurately describes the problem?

I T IS WELL understood by all who

have ,experience in the use of the gully cleanser that, before a gully can be cleaned with the assistance of a vacuum,., it is necessary to thin the sludge which is in the gully by the addition of a certain amount of water. This water is generally brought to the gully by water-cart, or, should the gully be situated near a hydrant, the supply of water may he obtained from that source. A ladle is usually employed to mix the heavy sludge with the water, and during the operation of emptying, this stirring has to be continued, otherwise the sludge, being heavy, would rapidly precipitate.

It will be clear from this that. the tank of the gully cleanseenot only holds the sludge which it is intended to carry away, but that it holds a considerable amount of unwanted water which has been sucked up with it.. When thc sludge is released from the lower end of the .tank it has been noticed that, after the dischargo of, the heavy matter, a quantity of more or less dirty water is released, and it is realized that this water is not sufficiently charged with road matter to have warranted its being carried to the dump. In..‘niamy Cases, where such cleansers are used in crowded cities, there is no convenient, dump for

sludge within a good many miles, so water is carried all this distance which might easily have been discharged at the scene of fitling if the tank were pro/ vided with some easy means of releasing it. The dischargingsof a proportion:of the diluting water would not only save carriage, but would add to the capacity of the tank.

A leading borough engineer, Mr. E. 'F. Spun-ell, has suggested that some means for discharging superfluous water should

be provided. With this idea. in mine our engineering staff offer the suggestion shown in the accompanying sketch, where three taps of the large full-way kind are provided at different levels, any of which may be opened to test; the condition of the water at that level, so that, if not to4..) thickly impregnated, it can be draivnooff and run down a gully, thus saving -unnecessary tonnage between the scene of operations and the dump and promoting the vehicle's efficiency.
