Which of the following most accurately describes the problem?

• Former People's Fuel Lobby leader David Handley says hauliers have run out of excuses for not fighting against fuel prices now that a court case against him for protesting outside a dairy in Gloucestershire in January has been dropped.

"The decision shows that every individual has the right to peacefully protest without the fear of arrest," he says. "if you are suffering then go out and fight for a solution or stay quiet. As long as you are peaceful you should not worry about being arrested."

Handley was arrested and charged by Gloucestershire police for allegedly blocking the entrance to Dairy Crest in Stonehouse with a vehicle during a protest about rising milk prices. The case was dropped because of insufficient evidence.

Handley admits that Farmers For Action has no plans to join fuel protests. He says that the group will not join in the blockade of the Freight Transport Association and Road Haulage Association headquarters; an idea put forward by the current PFL leader Andrew Spence ( CA414-29 June) "Fuel is still on our agenda," he says. "However, we want to concentrate on issues more directly related to agriculture."
