A leading Derbyshire haulier has had its Operator's Licence revoked after failing to produce audited accounts as required by North Western Traffic Commissioner Beverley Bell.

Glossop Motors first appeared before the TO back in July 2000 and promised to produce its accounts, and these of sister firm Glossop Car and Van Hire, by September last year.

Asked why the firm, which ran 15 trucks and 20 trailers, had failed to produce the paperwork, managing director Paul Goddard said that he thought the company's accountants had passed on everything they had.

The IC said she had written to Goddard in November, reminding him of the undertaking, and saying she was prepared to give the company until the end of March this year to produce the accounts for 2000.

Goddard continued to blame his accountant, saying that he had entrusted him with the task of supplying the accounts.

However, the IC replied: "If an operator gives me an undertaking, a promise, to do something and does not do it, he must have a bloody good reason or I'm going to take a dim view of it."

Goddard commented that the future of the company would be in doubt if the licence was revoked as its major customer would look elsewhere.

But the IC found against the firm: "Mr Goddard has availed himself of the Ken Dodd defence, the accountant being solely responsible," said the TC. "I find that there was a breach without good reason."

Revoking the licence with effect from the end of August, the IC said that the breach was so serious that the company had lost Its repute. However, should the company submit an application for a new licence she was prepared to restore its repute at the time of the application, provided that matters had been put right.
