Which of the following most accurately describes the problem?

• Late summer will probably see the publication of a summarized version of the Survey of Transport from manufacturing establishments commissioned by the Ministry of Transport.

Mr. Stephen Swingler, Minister of State for Transport, who expressed this hope in the Commons, said that it was expected that it would take some time for the full report to be printed, Mr. Gordon Campbell (Tory, Moray and Nairn) noted that "the unnecessary and idiotic restrictions sometimes known as quantity licensing" were supposed to be based on this information, and he asked why it was taking so long for the report to be made public.

Mr. Swingler retorted that Mr. Campbell had specialized on misleading himself. No such suggestion had ever been made. Nevertheless the information, from 720 firms all over the country would give information as to how successfully the licensing reform would work.
