Which of the following most accurately describes the problem?

• The Lords last week approved an Order giving effect to agreements with Sweden and Turkey providing for a bilateral waiver of taxation on goods vehicles registered in one country while visiting the other in the course of international goods haulage.

Introducing the Order for the Government, Lord Bowles said it would considerably ease the formalities at present involved for goods hauliers engaged in international traffic.

The Order would become operative by notification in the London Gazette as soon as the necessary formalities had been completed. There also had to be approval by the Privy Council.
