Which of the following most accurately describes the problem?

• Measures for the protection of vehicles against theft have been condensed into 12 points by the Security Committee of the Road Haulage Association. They sum up a good deal of the advice given by the committee over the past few years. Copies are being distributed widely to members of the RHA and to other operators.

The suggestions concentrate particularly on the vehicles themselves and on the choice and conduct of drivers. Operators are recommended to make use of a staff enrolment form prepared by the RHA.

• In addition to the usual information, the driver is asked to give details of his health and of his experience and training. Employers are recommended to take up references and not to allow the newly engaged driver to take out a vehicle until his driving licence, his P45, National Health card and a photograph have been supplied.

Among the 12 points, operators are advised to:—

Fit an immobilizer and/or alarm; tell drivers not to leave their cabs if stopped; establish a trouble-free cash bonus from which a driver can be fined if he does not observe security drill; discourage drivers from regularly using the same cafes; change switches and locks if a vehicle's keys are lost.
