Which of the following most accurately describes the problem?

• The French Government has decided to postpone, until an unspecified date, application of the "axle tax" which is to be levied on goods lorries. Transporters have contested the administration's rate calculations as well as the very principle of the tax, which would constitute the first application of the levying of infrastructure charges (in this case, road use) on users.
