It is convenient to deal with them logically as to subject matter rather than the chronological order in which they are usually listed.

To commence with. the Road Traffic Act of 1960 consolidated much of the enactments relating to road traffic made over the previous 30 years. These included the Road Traffic Act of 1930: and the Road and Rail Traffic Act of 1933. These were the two major Acts introduced to control road transport and allegedly to maintain a balance between road and rail. Under the 1930 Act, Traffic Commissioners and Traffic Areas (now 11 covering the whole country) were set up with all P.S.V.s coming within their control.

Of more general application this Act made third-party insurance obligatory, whilst maximum hours of work were laid down for drivers of public service and goods vehicles.

The 1933 Act imposed control and restriction on goods vehicles similar to that on passenger vehicles. It laid down that a carrier's licence—A. B or C—must be obtained from the appropriate Licensing Authority for all goods vehicles.

Additionally, holders of A, B or C licences had to observe a •fixed scale of wages. It was later necessary. however, to bring in the Road Haulage Wages Act of 1938 to clarify the working of legislation governing drivers' wages. A Central Wages Board was set up to regulate wages and conditions of drivers of Aand B-licensed vehicles. Subsequently, arising from the Wages Councils Act of 1948, a central body designated the Road Haulage Wages Council took over the regulation of wages in the industry.

Resulting from the post-war nationalization and subsequent denationalization of transport, appropriate acts have been added to the Statute Book. The Transport Act of 1947 required the thereby created British Transport Commission to provide an integrated system of public inland transport within Great Britain, with a duty to acquire road haulage and passenger undertakings.

In reverse the Transport Act of 1953 required the winding-up of the then Road Haulage Executive, for which purpose a Disposal Board was brought into being.

More recently the Transport Act of 1962 made provision for a complete reorganization of the nationalized transport undertakings which still remained, despite the requirements of the 1953 Act. The main change brought about by the 1962 Act was that the British Transport Commission was, for practical purposes, dissolved and its remaining functions divided between four separate boards—namely, Railways, London Transport, Docks and Waterways. In addition a Transport Holding Company was set up to take over such activities as those goods and passenger operating companies which were formerly part of the B.T.C.

Although the aim of the 1962 Act is for the separate boards and companies to be independent as to the accountability a newly-created Nationalized Transport Advisory Council makes recommendations to the Minister of Transport on the co-ordination of all nationalized transport undertakings.

The third main group of acts and regulations are concerned with safety on the roads and, as distinct from the two previous groups, are generally applicable to all road users. The Road Traffic Acts of 1934 and 1956 were consolidated in the Road Traffic Act. of 1960. Since then there have been the Road Traffic and Roads Improvements Act of 1960 and the Road Traffic Act of 1962 largely dialing with similar matters and, in particular, parking.

No brief summary such as this could be complete and there remains acts and regulations of direct concern to road transport operators but dealing with more specific subjects. such as construction and use of vehicles, excise duty, speed limits and tests, all of which have their appropriate-acts and regulations, Copies of all relevant acts, regulations, statutory orders or instruments are obtainable from H.M.
