NOT only was expenditure on road transport and travel increasing as a sum, it was also rising as a proportion of the national income. This was stated by Dr. W. H. Glanville, Director of Road Research, When he addressed the all-party roads group in the House of Commons.
In eight years' time, the annual cost of congestion might be between £450m. and £1,350m. Money spent on roads often yielded a return of 100 per cent. per annum in the form of a reduction in the cost of accidents.
