Which of the following most accurately describes the problem?

THE NEED for a motorway service area on the M4 near Reading is to be the subject of a public consultation exercise, Transport Minister Norman Fowler announced that the consultation exercise is to be launched to establish whether or not there is a need for a new service area in the 56-mile stretch of the M4 between Heston in West London and Membury, 10 miles east of Swindon.

This distance is twice that normally found between service areas.

The area of consideration is to be restricted to that between junctions 10 and 12. The consultation document is being circulated to the police, local authorities in the area, organisations representing motorway users and other local interested bodies.
