Which of the following most accurately describes the problem?

; THE successive results of the drivers' tachograph ballot are known, it is coming clear that the once massive resistance is disappearing. Whether or t there will be a big majority one way or the other for industrial action ainst the law will not be known for a few days.

What is abundantly clear is that not all the men favour industrial action, d this is so for a variety of reasons. There is enough evidence to suggest it all drivers have not yet been fully appraised of the workings of the Arument.

Of those who are voting against industrial action there are men who have ad the tachograph to their advantage. There are others who want the portunity to do so. There are others who may not understand the itrument but certainly do understand the economic facts of life and know )t they cannot exist on TGWU strike pay.

Those voting for industrial action also fall into three categories. Those o d5 not understand the tacho, who fear it and their union leaders and will as they are told. There are the others who understand it all too well and a its introduction as the end of their "perquisites". The third group is )bably the smallest — the militants whose philosophy is "my union right wrong."

We can only hope that they will not allowed to lead their more sensible Ileagues into a dispute which they nnot win and certainly cannot afford.
