Which of the following most accurately describes the problem?

THE NEXT STAGE of the M25 London Orbital route has been given the go-ahead.

The Secretary of State for the Environment and the Transport Minister have signed the order that allows for the necessary compulsory purchase of land for the ninemile section between the M II near Epping and the Al2 at Brook Street, west of Brentwood in Essex. The section to the South of the AI2 down to the A13 at the Dartford Tunnel is already open. The complete north-east quadrant of the M25 from the Al at South Mimms round to the Dartford Tunnel should be open some time in 1983.

One of the next stages due for discussion at a public inquiry is that between Waltonon-the-Hill and Reigate Hill in Surrey.
