Which of the following most accurately describes the problem?

A portable .battery condition indicator has been introduced by Smiths Industries. The instrument has a lipped hanging hook, 4ft of twin flex and a pair of stout spring crocodile clips.

The indicator's dial is marked off in volts and into "no charge", "correct" and "overcharge" divisions. It weighs just 6oz and, say the makers, is completely sealed and weatherproof. The recommended retail price is £3.75.
