Which of the following most accurately describes the problem?

• An application to vary the licence of Albert Bartlett (Transport) Ltd, of Airdrie, by the addition of five vehicles and 12 trailers was refused last week by the Scottish deputy LA in Glasgow.

The company wanted to increase its fleet to 20 vehicles and 20 trailers to cope with steadily increasing business.

For the firm, Mr J. Law said that Bartlett had trusted its inspection records to the then transport manager who was no longer with them. When the present transport manager took over in the summer he gave the workshop the necessary inspection forms to complete. However, he was surprised to discover during a DoE inspection that proper records were not being kept. He accepted full responsibility for the failure to keep a check on die workshop staff.

Mr G. McCallum, a vehicle examiner, said that the position was very disturbing; vehicles were unsatisfactory and the standard of inspection was low. Records, he said, were virtually non-existent. There were only about 21 inspection sheets covering 23 vehicles over a 15-month period.

Mr Aylmer said that the documentation was deplorable and refused the application in toto.
