Which of the following most accurately describes the problem?

• An indication of the rapid growth in roll-on/roll-off traffic is given by statistics from the Road Haulage Association of the number of TIR carnets issued to members. The total of 46,735 in 1972 shows an increase of over one-third on the figure of 33,810 in the previous year. In 1970 the total was 23,500 and in 1969, 17,000.

The TIR system is presently to be replaced by the Community Transit System for the movement of goods in road vehicles between member States of the EEC.
