USING A vehicle without the authority of an 0-licence has cost Smethwick, West Midlands-based Rose Hall Catering Furniture £2,765 in fines and costs.

The company pleaded guilty to the offence before Macclesfield Magistrates.

The court was told that in April 2008, a two-axled 7.5-tonne vehicle laden with furniture, which was travelling between Smethwick and Manchester, was stopped in a roadside check on the A556 at Rostherne. The vehicle was driven by Nollis Campbell. Inspection of the vehicle revealed that no 0-licence identity disc was being displayed. Campbell said he was employed by the company and that he was using the vehicle for the company's business purposes.

The law requires the user of a vehicle with a permitted gross weight in excess of 3,500kg that is being used for hire or reward or in connection with a trade or business to be the holder of an 0-licence. Such licences are only granted by the Traffic Commissioner after certain conditions are satisfied.

When a director of the firm, Vernon Russell, was interviewed, he confirmed the company was not the holder of an 0-licence on the day in question.

The company was fined £2,500 with £250 costs and a £15 victim surcharge.
