Which of the following most accurately describes the problem?

LIGHT VANS with front bench seats require only two seat belts, and not three, as some operators believe. These must be worn by drivers and passengers at all times, except when on local deliveries. The exact definition of local delivery has still to be proven by case law (CM, January 29).
