Which of the following most accurately describes the problem?

• The number of unlicensed, uninsured and dangerous tipping lorries appeared to have been substantially reduced, said Mr Eldon Griffiths, Under Secretary for the Environment, in the Commons last week. But, he added, the position was not constant, and intensified checks would continue.

He was sure that local authorities did not knowingly use or allow to be used such vehicles on work for which they were responsible.

But when Mr Arthur Lewis (Labour, West Ham North) asked for legislation to stop councils using these vehicles on roads, Mr Griffiths said he saw no need for this.
