Which of the following most accurately describes the problem?

• Responsibility for road passenger transport outside London has been handed back to Mr John Peyton, Minister for Transport Industries. He lost it when his old department, the Ministry of Transport, Was absorbed into the newly formed Department of the Environment last October, and he acquired his present title and a reduced role, under Mr Peter Walker, the Secretary of State.

It appears, however, that experience arising from the major review of the structure of transport which the Government is undertaking pointed to the desirability of the change, for it was quickly demonstrated that road passenger transport fell much more conveniently into Mr Peyton's sphere; so Mr Walker ordered the switch.

Mr Michael Heseltine, formerly Parliamentary Secretary to Mr Peyton, as Minister of Transport, who was assigned to help Mr Page when the new Department started, has been given special responsibility for traffic management in towns.

Drivers' hours The easing of the present limits on psv drivers' hours and overtime is expected to be announced this month by Mr John Peyton, Minister for.Transport Industries.

Mr Eldon Griffiths, the Minister's Parliamentary Secretary; has informed Mr Barry Jones, Labour MP for East Flintshire, in a letter that the bus operators' associations have submitted their recommendations with supporting evidence, and "We are now considering what should be done by way of relaxation."
