Which of the following most accurately describes the problem?

AN order for 10 48-scat diesel buses has been received by the Japanese firm Nissan Motor Co. Ltd., of Tokyo, from the city of Edmonton, in Alberta, Canada. The order was received in competition with nine leading European and American bus manufacturers, and follows shortly after the news that the city is buying 25 of the new British Daimler Roadliner bus with Willowbrook bodywork.

Last November three Nissan buses were delivered to Edmonton, following a tour of Canada by three demonstrators. The new vehicles for Edmonton will have 230 h.p. diesel engines, air suspension, and will be installed with special high-efficiency, coldclimate heaters, a defroster and double windows.
