Which of the following most accurately describes the problem?

AN influential group of Conservative M.P.s is hoping to get the recognition by Britain of standard international conditions of contract for the carriage of goods by road during this session of Parliament, writes our Political Correspondent.

A Bill introduced by Sir Keith Joseph, a former Minister, became available to M.P.s this week. Its sponsors are hopeful that the Government will welcome the use of Private Member's time for this legislation and aid its progress..

One reason why the Government might be so inclined is the presence among the sponsors of Mr. Ernest Poppiewell. chairman of the Labour Party's backbench transport committee.

The Bill seeks to allow the U.K. to accede to the International Convention. which lays down standard conditions of contract for the international carriage of goods by road.

It provides for the contract to be Confirmed by completion of a consignment note, and defines the associated rights and obligations of the consignor, the carrier or carriers, and the consignee. It establishes that the carrier is liable— but limits his liability.
