Which of the following most accurately describes the problem?

QN Tuesday, representatives of the transport trade unions met Ministry of Labour officials concerned with the establishment of an Industrial Training Board or Boards for road transport. This was the latest of a series of discussions (the earlier ones had been with goods and passenger operator associations) in which the implications of the Industrial Training Act have been explained and transport opinion sought.

After the organizations consulted have had time to report back there will be further meetings with Ministry representatives; no definite proposals for the Industrial Training Board(s) for transport are likely before the end of this month.
