A reader inquires what type of licence is required for a tractor and trailer to transport baled hay on the public highway.

If the reader concerned was himself a farmer the special provision made in the Third Schedule of the

1 Vehicles (Excise) Act 1962 would apply. This provides for the hauling within 15 miles of a farm in the occupation Iof the person in whose name the vehicle is registered under a special duly of £2 10s. But where the qualification of a farmer does not apply then the appropriate Lexcise duty applicable to goods vehicles would be payable.
