Which of the following most accurately describes the problem?

A SPECIAL sitting to hear the case for allowing half-fares to 15-yearold children put by nearly 20 local authorities in Northumberland has been refused by the Northern Licensing Authority, who has pointed out that the subject has been reviewed several times.

The campaign for this concession was initiated by Blyth Corporation, who decided some time ago to oppose the renewal of local operators' licences ueless the half-fare age limit was raised to 15 years. Subsequently, it was thought that it would be better to try to reach a settlement at a meeting of all the interested parties, including the bus operators and the Licensing Authority.

Several Government departments approached by Blyth Corporation have refused their support.
