Which of the following most accurately describes the problem?

THE Minister of Labour has decided to appoint a court of 'inquiry into the pay dispute between the bus companies and some 90,000 employees. Meantime, the employers are being recommended by their side of the National Council for the Omnibus Industry to pay an increase of 4s. a week, dating from December 7.

It has been emphasized that this offer, Which also includes payment of time-and-a-half for work on Good Fridays, is being made without prejudice to any further claim of the unions.

The court consists of Prof. H. G. Hanbury (chairman), Mr. Herbert E. Parkes and Mr. J. T. B: Sandercock. Mr. K. Barnes, of the Ministry of Labour, is secretary.

Prof. Hanbury is a member of the chairman's panel of the Industrial Court, a member of the Industrial Disputes Tribunal and chairman of several wages councils. Mr. Parkes is a member of the Industrial Disputes Tribunal and of the Civil Service Arbitration Tribunal. Mr. Sandercock is a member of the Industrial Court and the Industrial Disputes Tribunal.

The court will hold its first meeting. probably in public, in London next Monday (February 8).
