Controversial partners bid for a new licence in the South-West. Mike Jewell reports.

CONTROVERSIAL DEVON hauliers James and Maurice Heaver have made another appearance in front of a Traffic Commissioner after applying for a new 18-truck and trailer licence.

The pair originally ran Exeterbased Maddern Transport but that licence was revoked in Max' 2000 for a string of maintenance problems The firm then moved to the Netherlands, operating as Maddern Transport By, before resurfacing as Heaver Brothers in the UK. This partnership was granted a licence for 18 vehicles and 18 trailers in early 2003 after a protracted legal wrangle. James Heaver promised his firm would "be getting it right" this time.

At the latest hearing Western TC Phillip Brown heard that the Heavers wanted to surrender the partnership licence; al118 vehicles and 18 trailers authorised on it were in current use. Vehicle examiner John Cowing said the fleet had attracted 10 prohibitions. Granting a licence for 15 vehicles and 15 trailers on condition that the partnership's licence is surrendered, the TC gave credit for the actions tak en. He called for another maintenance investigation in three months' time, after which he will consider increasing the authorisation.
