• Operators have welcomed a Government move to cut red tape surrounding waste transport: it is thought if new measures are introduced, general hauliers will find it easier and cheaper to branch into waste.
The Department of Environment says it is reviewing the following "Duty of Care" areas of existing UK law: • Fit and proper persons--the part of the law which requires proof of licence holder compe tence. Within this, handovers of waste between the same parties are likely to be allowed to use the same yearly transfer document.
• Surrender of licences—the legal requirement to satisfy authorities that land occupied by the waste licence holder is not a health risk.
• Charging for waste licences by local authorities—in order for them to regulate licence holders.
