Which of the following most accurately describes the problem?

• Waste hauliers are looking forward to a business bonanza following last week's Department of Environment initiative encouraging industry to recycle up to three quarters of its packaging waste.

But organisations representing firms which have taken over local authority waste disposal contracts fear the move will mean less mixed rubbish to collect from commercial premises.

The DoE proposal asks all manufacturers, wholesalers and retailers of packaged goods to produce their own plans for recovering between half and three quarters of packaging waste by 2000. It is thought that the move will help create a commercial recycled waste market in the UK similar to that on the Continent— recycling is worth DM7Obn a year in Germany, where a national recycling scheme has been in operation for a year for all households and businesses.

n Hauliers and retailers have welcomed a DoE review of the part of the Duty of Care legislation which bars unlicensed general hauliers from carrying waste following store deliveries (see pages 4/5).

They say it could finally solve the problem of empty backloads following store and factory deliveries.
