THE question of.exempting drivers of rail-less vehicles from those penalties of feckless driving which apply to other s ehicle drivers is dealt with in a report of the highways committee of the West Riding County Council In connection -with the Bradford Corporation Trolley Vehicles Order, to ,which further reference is made on this page.

The proposal of the corporation to take up the tramways in a number of districts outside the city and to replace them by a service of trolley-buses has been withdrawn by the corporation except with regard to a short length in the urban district of Clayton. It appears, however, that the order which has been introduced into Parliament for the purpose of effecting the alterations on the short length of route in Clayton, and with regard to certain proposals in the city, does not contain any provision whereby negligent or reckless driving of trolley. vehicles can be punished under

the Motor Car Acts.. A similar defect exists in the Leeds Corporation Trolley Vehicle Acts, and in consequence a recs'nt prosecution for negligent driving was dismissed.

The committee is of opinion that it is not in the public interest that driver's of trolley-buses, who have access to the whole width of the roadway, should be placed in any different position as regards punishment for driving to the , public danger than the drivers of motor vehicles in general, and the committee has accordingly lodged a petition against this Bill with a view to the insertion of the necessary clause for which there is ample precedent in other acts. The committee has also drawn the attention of the Minister of Transport to the matter and hopes it may be possible to obtain a clause without having to appear before a committee of Parliament.
