Which of the following most accurately describes the problem?

The defence industry is diverse but ammunition is not a common consignment as bullets and shells can be made far more cheaply overseas. Instead the UK specialises in making high-profile systems such as aircraft, hovercraft, warships and tanks. Then there are "sub-systems"—everything from communications equipment and radars to propulsion systems and ejector seats. Finally, there are more basic products such as footwear and clothing. For example, after the loss cf the Russian submarine Kursk last summer, the US Navy put in an order for state-of the-art submarine rescue suits from Beaufort, the British defence clothing maker. At the end of the day, UK defence manufacturers rely on the haulier to deliver such consignments.
