Which of the following most accurately describes the problem?

MI A Berkshire firm has been fined 2200 by a Newcastle court after a container of ammonia fell from the back of a lorry causing a chemical scare.

Police and firemen were called to a busy Newcastle road when a plastic container began leaking.

The drum, Newcastle magistrates were told, was found to contain only ammonia but could still irritate the eyes.

Aarque Systems, of Slough, was fined after admitting a charge of allowing a vehicle to be used with an insecure load.

The driver of the vehicle — Neil Weedy, of Killingworth, near Newcastle, — was fined £50 after admitting a similar offence.

Representing both Weedy and Aarque, Stephen Sanderson said the driver could quite easily have driven away from the scene.

"The container was unmarked and there would have been no way of tracing the company if the driver had not gone back to claim it," added Sanderson.
