Which of the following most accurately describes the problem?

There is a rather crude old phrase about putting your money where your mouth is. According to the RHA's director general, George Newman, that is exactly what trade and industry are doing. He told Northern hauliers at the area dinner in Newcastle last week that cheques arriving daily at headquarters were for five, ten, twenty and even thirty pounds—and there had been one or two offers of as much as £1,000. From this, and from the stream of letters coming in, he rightly concluded that the haulage industry had solid support in its opposition to the Transport Bill.

But he warned operators not to be under any illusions about the switching of tax burdens from Bill to Budget; haulage taxation could be imposed at any time—through the Budget again.

Saying that no-one could tell how the proposed changes were going to affect transport the Northern LA, John Hanlon. struck an optimistic note when he said that in the 15 years since he became LA, there had never been a year without some crisis facing haulage or the Association, but the RHA had always come up smiling.

And he appealed to members to support their Association and its officers "strongly and sensibly, regionally and nationally".

He wondered whether there should not be a separate association for holders of transport managers' licences. He thought a single body to represent and train them, quite distinctly from operators, might be a sensible answer. And he urged hauliers to take the view that h.g.v. driving licences could be the salvation for them in balancing the effects of reduced driving hours; no longer would the bad driver be able to flout his employer's wishes without risking his own essential licence.
