One thing Barbara's Bill could do is cut out half-hearted licence applications and trivial objections. A Northern colleague tells me of a Yorkshire area case where a C-licensee wanted a B for a low-loader but neither turned up to press the application nor gave advance notice of withdrawal.

Result: objectors, alarmed at possible loss of work by expensive low-loaders, turn up, backed by counsel, to no purpose. At least six busy men waste time and money. A waste that transport could do without.
