a time not vsry long ago when a man with reasonable working knowledge of the main provisions of the Road Traffic Act could pilot a transport fleet through its operations from year to year with little risk of more than the occasional trivial brush with the law. This is no longer the case. The proliferation of legislation and regulations affecting road transport has made it almost a full-time business forthe conscientious operator to remain informed about the law; and very much heavier penalties now face those who step beyond the boundary of a whole range of legal requirements.
