Which of the following most accurately describes the problem?

• All five appeals made by Salkeld Brothers (Transport and Plant) Ltd. to the Transport Tribunal (CM March 22) have been allowed.

The appellants had applied to the Northern LA to transfer the licences which had formerly been held in the name of a partnership into the name of the newly formed company. At the public inquiry, certain facts concerning excessive drivers' hours and the overloading of vehicles were brought into the open, and, because of this, the LA refused to grant any of the applications.

In its written decision, the Tribunal called the decision "a revocation of the licences under which the business is at present operated". It came to the conclusion that this was too harsh a penalty to impose, and subsequently decided to allow all the appeals, but deferred the operation of its decision upon one appeal relating to 10 vehicles until April 11969.
