Which of the following most accurately describes the problem?

• There are now 32 Freightliner services running and this figure will be more than doubled by 1969. This was stated by the Minister of Transport on Monday in an interview published in a national daily paper. Mrs. Castle was refuting criticisms of the Transport Bill and said: "It is really quite grotesque, the amount of private money which is being wasted attacking the Bill which threequarters do not understand and don't want to understand."

The Minister said the Multiple Shops Federation statement (CM last week) that the Bill would put 3d in the £ on the price of retail goods was based on a total misconception and a misunderstanding of quantity licensing.

But on Monday the MSF reiterated its claim, pointing out that its estimate took into account all the practical implications of the Transport Bill, of which the quantity licensing proposals were only a part.
