ID Fears by the Transport Salaried Staffs Association that C-licence operators would undercut rail rates with return loads have been dismissed by Mr. John Morris, Joint Parliamentary Secretary at the Ministry of Transport, in a speech to the union's Greater London political advisory council.

His comments, reported in the April issue of the TSSA staff journal, make clear Mr. Morris' belief that such a fear is illusory. He said: "Many operators use their own transport because it gives them added flexibility. They want their lorries back at base, not trundling round the back streets touting for return loads. If we are proved wrong, we shall have to look at the legislation again."

Mr. Morris said he believed passionately that PTAs should be an expression of local democracy. And workers' representation was not being neglected; this was one of the reasons why Mrs. Castle had decided she would appoint two or three members to each PTA, ensuring worker representation.
