Defendants were the Board of • Trade.
• BOC contended that the power to make grants under the Act was not a matter for • the Board of Trade's discretion. For BOC, • Mr. J. A. Brightman QC, told Mr. Justice Buckley that the amount at stake in terms • of grants was about Elm.
