Which of the following most accurately describes the problem?

• A close watch is to be kept on the transport situation during the cereals harvest in Scotland, it was announced in Edinburgh last week.

Mr W. P. Watt, Banff, convener of the cereals committee of the Scottish Farmers Union, said: "While Government has gone some way towards offsetting the adverse effects on the agricultural industry of recent transport legislation, we do not believe it has done enough.

"Some of the difficulties have been alleviated in the livestock sector, but without further relief of transport restrictions there is a serious threat that the grain trade will be bedevilled by delays and added costs."
