Which of the following most accurately describes the problem?

S theatre traffic was not of a general nature and only arose from block bookings of seats, operators who wanted CO run excursions from Blackburn to Liverpool and Manchester were advised by the North Western Traffic Commissioners to ask permission when they had planned a programme.

The hearing of two applications, by Ribbicsdale Coachways, Ltd., Blackburn, and W. Robinson and Sons (Great Harwood), Ltd. (The Commercial Motor, August 28), were concluded last week.

The chairman, Mr. F, Williamson. suggested that the applicants plan a programme for about 14 visits to Manchester, and said that the Commissioners would never allow the number to go beyond 20 occasions. He considered that a poor case had been made out in respect of excursions to Liverpool but increased the present allowance from six to nine.
