NEW type of licence has been -I proposed by Mr. D. E. Skelding, cretary of the Road Passenger and ransport Association. The West [idland Licensing Authority will !orgy be invited by the Association to )nsider applications for it The :ence would cover the conveyance of 'c-booked private parties to Blackpool uminations and to theatres. The trips nuld not be advertised or arranged rough booking agents.

Mr. Skelding told The Commercial 'otor this week that existing road :ences held by established operators Ire not adequate to meet the special rcumstances in which private parties Ire carried. He said that the proposed on of licence would not be wholly rr)petitive with existing licences and 3uld give protection to licensed lerators.

Picking-up points in applications mild be spaced at suitable distances r the reasonable convenience of pasngers, without being wasteful or zreasing traffic congestion. Many ivate parties abused the facilities fered by operators, said Mr. Skelding. sere were instances of drivers having make four stops in half a mile.

If a reasonable request for a change picking-up point were made, the censing Authority would undoubtedly al with it expeditiously. There might fewer objections to applications for a suggested form of licence than to me for conventional licences.

Mr. J. H, B. Bates, chairman of the wly formed Private Coach Operators' isociation, said that the advice to ply for licences for pre-booked rties had been accepted with mixed flings by members. Pending legal vice, some operators would make plications on the lines suggested.

A spokesman of the West Midland Licensing Authority told The Commercial Motor that the term prebooked party" had no official significance. All applications would be dealt with in the normal way and it was impossible to anticipate the result of public inquiries.

In the past five weeks there have been 101 applications to the West Midland Licensing Authority for licences to run services to Blackpool illuminations and theatres. Of these, 95 per cent, were made by existing licence holders.
