Which of the following most accurately describes the problem?

It is practically certain that the dates when the requirements of the Motor Vehicles (Construction and Use) Regulations will be brought into force will not be those contained in the Draft Regulations issued in May, because the observations on the draft are only now being collated and analysed.

This will be a relief to those users who feared that the time allowed them for adding such fittings as guard-rails, speedometers, etc., would otherwise have been so short as to cause considerable difficulty and congestion.

It is not possible yet to give any definite date for the issue of the revised regulations or when they take effect.

• Union to Combat Faked Records.

Documentary evidence has been furnished by the National Joint Conciliation Board to the Government Committee appointed to report on the regulation of wages and conditions in the road-transport industry. Other organizations are also expected to submit evidence and Mr. R. J. C. Francis, general secretary of the United Transport Workers Association, said recently, that much of the trade union evidence will be directed against the scandal of faked log sheets.

It will be urged that each vehicle should be provided with a duplicate log book, so that it will be possible to tell whether the employer or the driver has interfered with the records.

How Does Grading Affect Existing Agreement?

In view of the fact that the wages and working conditions of motormen in the Merseyside area are governed by the agreement existing between the Conference of Liverpool and District Road Transport Employers and the Carters and Motormen's Union, the question has arisen how this is affected by the recent award, by Sir Richard Redmayne, in connection with the 822

grading of the various towns in the north-west area. Merseyside is, of course, graded I.

Negotiations have been opened between the Conference and the Union on the question of reconciling, so far as is practicable, the agreement with the grading which has been allotted. The Conference has appointed a subcommittee to meet representatives of the Carters and Motormen's Union, and to examine the various points that have arisen.

The Conference of Liverpool and District Road Transport Employers is composed of representatives of the Liverpool Cart and Motor Owners Association, the Motor Transport Employers Federation, the Seed, Oil, Cake and General Produce Association, the Liverpool Association of Coal Owners and Merchants, and the Liverpool and District Millers Association. It is stated in the July issue of " Motor in Canada" that Col. CraneWilliams, of Toronto, export agent for the Austin Motor Co., Ltd., Birmingham, reported, on a recent visit to Winnipeg, that the new lineof oil-engined lorries being produced by the Austin concern would be ready during this autumn for distribution in Canada.

Building Plans—E10,542,600.

The building industry is one which provides considerable work for haulage contractors. The returns of estimated costs of buildings for which plans were approved during July show that the total was 10,542,600, which compares with £10,005,200 in the previous year. Of this amount the majority, is for dwelling houses, of which the total is £6,531,000.
