Which of the following most accurately describes the problem?

the West Midlands

AT a meeting of the appropriate committees of the West Midland Area of A.R.O. and C.M.U.A., held on September 1, the report of the Committee of Construction (appointed by these bodies) was unanimously adopted, and the merged associations now work as one in the name of the Commercial Motor Users Association, with offices at Lombard House, Great Charles Street, Birmingham.

Mr. G. A. Hotter, from the headquarters of A.R.O., has been appointed secretary of this area.

The legal adviser will be Mr. J. Foley Egginton, 60, Newhall Street, Birmingham. Mr. Egginton was secretary of the area for A.R.O., and it is greatly regretted that the amount of legal work which he will handle on behalf of the merged associations, including arrangements for representation in the traffic courts, will prevent him from don tinning in that capacity. He will, however, remain secretary of the employers' panel and joint secretary' of the West Midland Area Joint Conciliation Board.

A special licensing scheme has been arranged for A and B licence holders, and a separate scheme for assisting Class C operators, All members participating will pay an annual fee of 15s. and a charge of one guinea for every appearance in any traffic court made by Mr. Egginton, or his representative.

In addition, funds will be accumulated to secure adequate representation for the Association in both local and national appeals. It is also proposed to render to members some police-court service, a scheme for which is in preparation.
