Which of the following most accurately describes the problem?

The Society of Motor Manufacturers and Traders is right to attack the EC plan to restrict light trucks to 56mph—but for the wrong reasons. Before anyone runs away with the idea that limiters are the creation of those nasty Brussels bureaucrats, let's not forget that the UK government unilaterally decided to fit them to heavy trucks long before the EC got into the act with its law requiring 56mph limiters on all vehicles over 12 tonnes.

Now the EC wants everything over 3.5 tonnes to be fitted with a 56mph limiter, including 7.5tormers—the nation's favourite light trucks that can currently barrel along the motorway at 70mph national limit. The SMMT says 7.5tonne operators need to be able to do 70mph to meet delivery schedules. Come on now! If you need to drive at 70mph on the motorway in a light truck in order to meet a delivery schedule it's time you looked at your schedules again.

The EU's planned legislation is flawed—because it doesn't go far enough. If we're going to limit light trucks then all those one-tonne panel vans capable of doing 'oomph should certainly be reined
