Which of the following most accurately describes the problem?

ACONSIDERABLE programme has been carried out over the past five years by Shell-Mex and B.F.. Ltd., to bring their distribution system up to modern standards. This was stated by Mr. J. C. Porritt, manager of the company's North-western Division, at a ceremony to mark the opening of a reconstructed installation at Preston on Monday.

"Preston is one of more than 30 places where new centres have been established or old ones remodelled to meet the needs, of the times," he said. "New coastal tankers of special type and bigger road tank wagons have been put into service to speed the movement of products to the ultimate consumer. Something like £124m. has been spent to raise productivity and to increase the efficiency of our operations."

The covered filling gantry is capable of loading eight vehicles simultaneously, and some of the 10 pumps installed can fill two tankers at a time. There are 40 road tank vehicles at the base.
