— The Highways Agency (FM) has launched a series of measures designed to cut congestion and improve safety on Britain's major roads.

Launching the update to the HA's original loolkit", Transport Minister Lord Whitty said it contains 13 new initiatives to "get Britain moving again" and to help deliver the Government's integrated transport policy.

New ideas include the introduction of the high-tech HARRIS maintenance vehicle which can survey the condition of roads using lasers while maintaining a speed of 50mph, eliminating the need to cone-off lanes for investigative work.

Measures to improve driving safety at night will include solar-powered road studs which light up when daylight fades, and embossed road markings to assist drivers in dark, wet conditions. Better integration of road and rail services was also highlighted as a priority; passenger and freight rail use is said to be growing at a dramatic rate.

The new initiatives will come out of the HA's 11.4bn annual budget.
