Which of the following most accurately describes the problem?

unning out of petrol on a country road at night is no joke at the best of times. But returning to your vehicle the next day to find its windows gone must be an extremely frustrating experience.

Bad enough if this is the work of vandals, but what a surprise when you find out the police are responsible for wrecking the Y-reg Transit YOU had only bought the day before.

Such was the unhappy lot of a van driver forced to abandon his vehicle off the A120 near Coggeshall in Essex while travelling home on Wednesday night.

When he returned the next day with a can of petrol he was interviewed by police who had arranged to have the van's windows blown out in a controlled explosion after they became suspicious of its load of fertiliser.

What's more they had closed the road for three hours while doing so. "Why would the IRA want to blow up a field?" muttered the driver when he was finally allowed to drive away.
