Which of the following most accurately describes the problem?

VIOLENCE on buses in the Strathclyde region of Scotland is rising. Over 103 incidents involving violence or assaults on bus crews were reported in September compared with a previous monthly average of 68. Strathclyde police have now started a special patrol on bus routes in Glasgow to operate on afternoons when either Glasgow Rangers or Celtic football clubs are playing at home. The Scottish Bus Group, which has five of its companies operating in the Strathclyde Region, had more than 1,000 instances of vandalism reported between April and June. Vandalism in the Strathclyde region cost the Scottish Bus Group over £20,000 in the early part of this year alone.
