Which of the following most accurately describes the problem?

X TRANSIT TAX is to be inrodueed by the Austrian 3overnment on July 1 next mar.

And the move is being bit:erly opposed by the International Transport Union (IRU) and Austrian hauliers.

Foreign road hauliers, it is anticipated, will be expected to pay a transit tax of at least 2p per tonne/kilometer and domestic road hauliers a lump sum of Sch. 1,000 (£35) per tonne/kilometer. This will apply to all vehicles over 5 tonnes.

Austrian freight agents, the federal Chamber of Economy and the Foreign Ministry have strongly criticised the proposed taxes and are worried bon ring .ountries.

And at the recent European Council of Transport Ministers the Dutch transport minister attacked the new Austrian proposals saying they would raise costs enormously. But while there is little the Council can do to change matters, the objection wilt probably be raised at a meeting of the 19-strong European Council of Transport Ministers, of which Austria is a member.
